DETAILS

Provided that the details are clearly stated in the annual study program and application guide, Development Agencies can support the following types of projects or activities of local administrations, universities, other public institutions and organizations, professional organizations in the nature of public institutions, non-governmental organizations, profit-making enterprises, cooperatives, unions and other real and legal persons:

  • Projects and activities that ensure the implementation of regional plans and programs,
  • Projects and activities that contribute to the development of the rural and local development capacity of the region in accordance with the regional plans and programs,
  • Projects that improve cooperation and partnership culture between public sector, private sector and non-governmental organizations,
  • Studies such as all kinds of analysis, strategy, plan study, research and examination aimed at determining the resources and opportunities of the region, accelerating economic and social development, increasing competitiveness and innovation capacity, and increasing impact and effectiveness at national and international level.,
  • Projects and activities for the promotion and development of business and investment opportunities in the region,
  • Projects and activities that will directly or indirectly support small and medium-sized enterprises and new entrepreneurs in areas such as management, innovative and efficient production, promotion, marketing, technology, research and development, financing, organization and workforce training,
  • Projects and activities promoting activities related to bilateral or multilateral international programs in which Turkey participates in the region, contributing to project development and resource procurement within the scope of these programs,
  • Projects and activities aimed at increasing the human resources and institutional capacities of the institutions and organizations in the region, strengthening their project production and implementation capacities, and improving their skills and qualifications in service provision.
  1. Financial Support Programs

Within the scope of financial support programs, the agencies provide financial and technical support to projects that will contribute to the realization of the priorities, the framework of which is formed with regional plans and approved by the management boards, taking into account the preferences of the stakeholders.

Financial support consists of direct financing, feasibility and guided project supports, and interest and interest-free loan support. Technical support is provided in the form of training, consultancy, lobbying activities and temporary expert / consultants to improve institutional capacity.

Calls for Project Proposals

Calls for project proposals are the support mechanisms which can be summarized as the invitation of potential applicants whose qualifications are clearly identified within the scope of a specific support program to submit their project proposals in accordance with the pre-determined subject and conditions, and the evaluation of the applications by independent evaluators and the support of the successful projects by considering the program budgets.

Each application is evaluated by two independent evaluators, unaware of each other, within the framework of the criteria specified in the application guide. Independent evaluators must have at least five years of experience in the field, and should not or should not take part in the preparation or implementation phase of projects.

In each support program, there are two types of budgets: program budget and project budget. The program budget is the total amount that can be allocated to all projects to be supported under the relevant support program. The project budget is the amount allocated to each individual project within the scope of the support program to carry out the project activities.

The maximum and minimum amount of financial support that can be given by the agencies per project may differ according to the specific conditions of the support program. Part of the costs in the supported projects are covered by the beneficiary and referred to as co-financing.

The co-financing contribution to be provided by the beneficiary to the projects is at least twenty-five percent of the total eligible costs of the project. This rate can be reduced by up to ten percent of the project eligible costs for the appropriate priority areas, provided that the development situation of the region, except for small-scale infrastructure projects, the financial possibilities and capacity of the applicant, and their contribution to local / regional development are clearly stated in the application guides. Regardless of the type of call for proposal and the nature of the projects, the co-financing contribution to be provided by real and legal persons for profit purposes, excluding the technology development zone and business development center management companies, is at least fifty percent of the total eligible costs of the project and cannot be reduced in any way. This rate can be increased by considering the socio-economic development level of the region.

In order to apply for support to a development agency, the following conditions must be met:

  • Having a support program open to project application
  • To be an applicant who meets the requirements in the Guidelines
  • Preparation of a project that serves the priorities in the Guidelines
  • Submission of the project to the agency in the appropriate format before the deadline

Project applications are received through KAYS (Development Agencies Management System), an online platform managed by the Ministry of Industry and Technology. Details on the application process are included in the application guides published by the agencies.

 

  1. Feasibility Supports

Feasibility supports are direct financial support to the feasibility studies of projects aimed at benefiting from important opportunities in terms of development and competitiveness of the region, preventing threats and risks against the regional economy, and improving the innovation and entrepreneurship capacity of the region.

Local administrations, universities, other public institutions and organizations, professional organizations in the form of public institutions, institutions and organizations such as non-governmental organizations, organized industrial zones, small industrial sites, technoparks, technology development zones, industrial zones, business development centers, unions and cooperatives can benefit from the feasibility support.

 

  1. Guided Project Support (GPD)

Guided projects are special model projects whose subject and conditions are determined under the leadership and direction of the agencies in line with the priorities stipulated in the regional plan in order to provide direct support without applying the call for project proposal method. The main difference that distinguishes the guided project support from other financial support programs is that the project idea is determined jointly by the agency and the stakeholders in common mind meetings and the projects are developed under the leadership of the agency.

With the GPD, projects that can contribute to accelerating regional development, strengthening the competitiveness of the region, improving the business environment in the region and developing entrepreneurship and innovation capacity in the region are supported. With the amendment made in the Development Agencies Project and Activity Support Regulation, social projects were included in the scope of guided project support.

Local administrations and local administration unions, universities, vocational schools, research institutes, other public institutions and organizations, professional organizations in the form of public institutions, organized industrial zones, industrial zones, small industrial sites and non-governmental organizations can benefit from GPD.

During the development of the guided project, a feasibility report based on the final project is prepared in accordance with the principles determined by the Ministry by the prospective project owner and its partners under the coordination of the agency. The feasibility report and other documents constituting the basis of the report are sent to the Ministry for approval after the approval of the Board of Directors, and the project can be supported by the agency if deemed appropriate by the Ministry.

 

  1. Technical Support Programs

The purpose of the technical support programs of the agencies is to support the local actors in their region's work, which is important in terms of regional development, but encountered difficulties in preparation and implementation stages due to lack of institutional capacity. Technical support is in the form of institutional and capacity building activities such as providing training, contributing to program and project preparation, assigning temporary expert personnel, providing consultancy, lobbying activities and establishing international relations.

Only the following can benefit from the technical support provided by the agencies:

  • Local administrations and local administration unions,
  • universities, vocational schools, research institutes,
  • Other public institutions and organizations,
  • Professional organizations with public institutions,
  • Non-governmental organizations
  • Organized industrial zones
  • Small industrial sites
  • Technoparks, technology development zones, industrial zones,
  • Business development center,
  • Unions and cooperatives, and businesses established or partnered by the above-mentioned institutions and organizations.
