This permit, also known as construction license, is issued by the municipalities or special provincial administrations and in some cases by the Ministry of Environment and Urbanization, as a result of the compliance of the license request with the zoning plan and the provisions of the current legislation. According to the Zoning Law, it is mandatory to obtain a building license before the construction of all buildings, except for the constructions that do not require a license. Constructions that do not obtain a building license are subject to penalties as illegal buildings.
